No. They are treated. They will not shed. I used some and have mine stored for other projects.

These are pampas are dried and the dried grass can be kept for a long time

Q: Can these be used in a live flower arrangement in water?

I would say no, they are suited for dry arrangements or wreaths that are not subjected to outdoor elements.
